 This must be set by the user for APC (Controllable Analogue Set Point

Information) CDC.

operTm

 The PLC user sends a command with operate time to the gateway, and the

gateway uses time activated control, e.g. it sends the time of operation to the

IED. The IED needs to support the time activated control.

origin.orCat

 The orCat could have these values. The value depends upon the role of the

PLC. E.g. if the PLC is a station control, then this value will never change.

Control operation issued from an operator using a Client located at bay level
